When your Amazon advertising campaigns serve impressions in certain countries, Amazon adds Regulatory Advertising Fees to your invoice. This page explains what they are, which countries are affected, how they're calculated, and what changed in 2026.
Update β July 2026: As of , Regulatory Advertising Fees no longer apply to third-party (3P) Programmatic Guaranteed deals in DST-enforcing countries. Only the existing tech fee applies to these deal types. This change appears on invoices from August 2026 onwards. All other deal types (open auction and preferred deals) continue with the existing fee structure.
What Are Regulatory Advertising Fees?
Regulatory Advertising Fees are additional charges applied when your ads are served in countries that have introduced a Digital Services Tax (DST) or similar local regulation. Amazon passes these costs on to advertisers to comply with local law.
The fees are added to your invoice subtotal β separately from VAT or any other taxes.

Note for Austrian advertisers: Austria is a DST-enforcing country. If your business is registered there and your campaigns also serve impressions in another DST country (e.g. France or the UK), you may see separate Regulatory Advertising Fees for each country on the same invoice.
How Are They Calculated?
The fee is calculated based on the value of the ad activity in the affected country β not your total spend.
Example: Your ad receives a click worth $1.00 from a customer in Spain (DST rate: 3%). You'll see a Regulatory Advertising Fee of $0.03 for that click on your invoice.
For DSP Campaigns: How Fees Appear on Your Invoice
If you run Amazon DSP campaigns, Regulatory Advertising Fees are applied at the time of invoice issuance as a separate Ad group (formerly called a Line Item in Amazon DSP). The fee is calculated on your total campaign costs β covering media, audience, and platform fees β before VAT or other taxes are applied.
Invoice formula:
(Campaign fees + Regulatory Advertising Fees) + applicable tax = Total amount due
Fees appear in a separate table on your invoice, broken down by geographic distribution β showing where impressions were served, per advertiser location where relevant.
Example (DSP, multi-country): Your business is registered in the United Kingdom and your campaign also reaches customers in Turkey. You'll see a Regulatory Advertising Fee for the UK portion of your spend and a separate fee for the Turkey portion on the same invoice.
